根據香港城市大學與本港軟件開發商集信軟件所發表的ERP系統應用調查顯示，香港中小企在應用ERP系統方面遠比外國落後，調查發現20%受訪中小企應用ERP系統，遠遠落後於外國有80%企業應用ERP，雖然受訪的大多數企業都了解ERP能為企業帶來甚麼好處，但礙於企業本身未能擺脫抗拒改變的心態，這影響了資訊科技在企業內部之發展。受訪企業表示使用ERP系統將會日趨普遍，而當中有三至五成企業計划未來會增聘IT人才。集信軟件行政總裁羅耀宗表示，隨著CEPA第三階段之實施，企業相對競爭相對加劇，為提升服務質素及效率，保持競爭力，ERP系統將成為企業必備工具。城大商學部首席講師林國健博士建議成立ERP聯盟組織，推廣ERP應用。
